Surrey BC's community plan as well as the official City of Surrey Parks, Recreation and Culture Master Plan supports "meaningful citizen participation in decision-making". The challenges faced within the Whalley neighbourhood for parks enhancement are much more sensitive than other areas of Surrey, and deliberate focus is made through Surrey Community Forums which actively seek out residents' direct input and feedback regarding the business, parks and residential development of Whalley in Surrey BC Canada.

  Whalley is a community in transition due to the goals of achieving a regional economic centre here. In official documents the neighbourhood may be referred to as City Centre / Whalley as it is in the Cultural Master Plan. The Plan mentions a City Centre Community Forum including Whalley. In this public forum, residents called for improved communication with parks personnel during planning, and also expressed a need for additional dog parks specifically and development of additional parks in general. Residents seem concerned about maintaining a strong residential base in the area.
